The New York construction market is facing a capacity contraction as labor laws drive an increase in claims, according to a report by wholesale broker Risk Placement Services (RPS).

The intermediary said provisions in the law allow injured workers to directly sue property owners of land and facilities they operate in, even if they are employed by an independent contractor.
