Sources expect medical professional liability (MPL or medmal) rates to increase by an average of 10%-15% as a base case scenario across sub-classes through 2023, as severity remains elevated driven by nuclear verdicts and as insurers price in the risk from staffing shortages.

Some insurers may raise rates up to 40% to account for increased exposure from unfavorable legislation, especially in the already tough climate of New York, sources added.
